10.1 OVERVIEW
PIC’s development is well integrated and well prepared to meet the requirements till 2015. A number of development schemes have been completed with ADP grants by the Government, hospital’s contribution from its own receipts and donations from donors.
10.2 SCHEMES COMPLETED
a. Construction of Private CCU: To facilitate the affording patients a CCU – III (Private CCU) has been commissioned this year. Building portion was completed out of donations of Rs. 30 lac. While equipment, beds, furniture and staff is arranged by the hospital from its own sources. Private CCU will generate revenue from affording patients which will be used for needy patients. Further, this has increased space for poor and entitled patients in CCU – I & CCU – II.
b. Construction of Pathology Collection Center: A Pathology Collection Center has been constructed through donation of Rs. 5 lac from a member of Board of Management. It is located outside the premises of Hospital to cater private paying patients. It is helpful to generate revenue for hospital.
c. Renovation and Maintenance of Building:
i) Hospital has spent Rs. 14.482 million for the repair and maintenance of building during the year 2003 – 2004. Complete renovation of CCU, Wards, Private Rooms and Doctors & Nurses Hostel has been carried out.
ii) Similarly, during the current financial year 2004 – 2005 Rs. 10 million have been allocated for repair and maintenance of building.
iii) Irfan Block which was constructed and commissioned through donations from a member of Board of Management for deserving patients. It has been totally renovated to provide better healthcare to deserving patients through donations from the same donor as well as hospital’s contribution from its own sources.
d. Electrophysiological Testing Lab (E.P.S): Provision of Electrophysiological Testing Lab and Radio-Frequency Ablation to Cath Labs of PIC has been installed by the Government grant through ADP scheme of worth Rs. 12 million. This lab shall grossly facilitate in diagnosis and management of arrhythmias.
e. Procurement & Installation of Two new Angiography Machines: The work load of angiography department is tremendously increasing with 45 angiographies per day at present. An ADP scheme for the provision of two new Angiographies machines at a total cost of Rs. 93.2 million was approved by the Government. The government has provided 65 million while remaining expenses are met out of hospital resources. Commissioning of these two Angiographies machines shall decreased patients waiting time for their Cardiac Cath.
f. Procurement of Three Exercise Tolerance Test Machines: Exercise Tolerance Test is the next diagnostic test after E.C.G in border line cases. The Government has provided Rs. 5 million through ADP scheme for the provision of 3 Exercise Tolerance Testing Machines. Two have started functioning while third machine shall be commissioned shortly. The department of E.T.T is shifted to Jilani Block with better facilities to accommodate new machines.
g. IntraVascular Ultrasonography and Rotablator: Government has provided Rs. 13 million through ADP scheme for the provision of IVUS (Intra Vascular Ultrasonography and Rotablator). This new system is added to Cath Lab for modern treatment and intervention in cardiology. This scheme has been completed in the year 2004.
10.3 SCHEMES UNDER COMPLETION
a. Construction of Extension of Surgical Floor on Jilani Block: Extension of surgical floor is under construction on the top of Jilani Block through donations. The total estimated cost of this scheme is Rs. 40 million which shall include 2 new Operations Theaters, Private ICU, Consultant Rooms and Suite Type Private Rooms. Completion of this scheme shall grossly facilitate the affording patients and hence generate revenue for the hospital.
b. Up-gradation of five Operation Theaters: An ADP scheme for the Up-gradation of five O.Ts & Purchase of Equipment for new ICU has been approved by the Government at total cost of Rs. 162 million. The Government has provided Rs 10 million during the year 2004 – 2005 which are spent on the purchase of cardiac monitors and ventilators. The completion of entire scheme shall provide the most modern facilities to the patients.
c. Strengthening of pathology Lab: Government has provided Rs. 10.15 million through ADP scheme for the strengthening of pathology lab. The procurement of laboratory equipment out of this amount is under process. The new equipment include blood gas analyzer, chemical analyzer, hematology counter, automatic coagulation analyzer and a number of other machines.
d. Construction of Prayer Hall: At present prayer is offered in OPD lobby. In keeping with patient’s and their attendant’s inconvenience a separate prayer hall is going to be constructed with the help of donor at estimated cost of Rs. 10 Lac.
e. Construction of Musafar Khana: There is no proper place for attendants of the patients for night stay. Attendants usually sleep in the corridor, wards and lobbies with great inconvenience. A scheme with the estimated cost of Rs. 20 million was prepared for the construction of Musafar Khana to facilitate the patients and attendants coming from outstations. The building is nearing completion through donation.
10.4 FUTURE DEVELOPMENT PROGRAMME
a. New OPD: The existing OPD is highly congested. Daily 800 patients attend OPD. This rush is unmanageable due to short of space. A philanthropic has made commitment to construct new OPD which will be started shortly with an estimated cost of Rs. 70 million. The new OPD shall be equipped with all necessities.
b. Allograft Department: Punjab Institute of Cardiology is the only cardiac institute which is providing Allograft. An Allograft Bank shall be established to extend this facility throughout Pakistan. The estimated cost of this scheme is Rs. 60 lac.
c. Construction of 4th/5th Floor: An ADP scheme has been submitted to the Government of the construction of 4th & 5th floor at PIC. The implementation of this scheme shall enhance indoor facilities of PIC.
d. Paediatric Cardiology Ward: Owing to lack of Paediatric Cardiology facilities in the country, PIC is facing a huge work load of paediatric patients. Presently a 10 bedded a paediatric ward is functioning in Irfan Block to cater for paediatric patients. This ward is inadequate as compare to number of patients. To facilitate such patients a scheme for the construction of paediatric cardiology ward with adequate facilities is prepared.
e. Accommodation for Doctors / Nurses: Initially two hostels were constructed one each for doctors and nurses. The existing hostel blocks have the capacity of 100 doctors and 200 nurses. This capacity is disproportionate with the existing strength of 175 doctors and 380 nurses. Therefore, there is an imperative need of construction of additional hostels for doctors and nurses. A scheme has been prepared accordingly.
f. Diagnostic Centre: A plan to construct an all inclusive diagnostic centre is under preparation.
